Patna, (Bihar Times): Chief minister Nitish Kumar on Monday welcomed the conference of chief ministers convened by Prime Minister Manmohan Singh on handling terror attacks and countering Maoism.
While leaving for New Delhi to attend the conference he said the Centre woke up to the issue after the terror attacks in Mumbai. It is better late than never.
Nitish was of the view that the Centre should have convened the meeting before taking the decision to constitute a federal agency and making amendments in the CrPC unilaterally.
He said that a Rs 291 crore proposal for modernizing the police in Bihar was submitted to the 13th Finance Commission recently but the Centre was not releasing funds as the then state government had not submitted utilization certificates for four years from 2001.
He reiterated that the government would appoint 13,000 constables and ASIs to increase the police-citizen ratio in the state with recruitment underway.
