Patna,(BiharTimes): Officials of Bihar government have learnt no lesson from the infamous animal husbandry scam. Instead they have become bold and are throwing all rules and laws to the wind with impunity. They transported foodgrains worth lakhs of rupees for the hapless flood victims of north Bihar on non-existing trucks––in many cases on scooters, motor-cycles and jeeps. While in fodder scam animals were made to suffer, in this latest case human being were cheated. No this is not an allegation levelled by any opposition party, but the findings of the latest report of Comptroller and Auditor General (CAG) tabled in both the Houses of Bihar Assembly on Friday. The CAG has found major irregularities in delivering foodgrains of over 3111.65 quintals, meant for the flood-affected people of the state between August and October 2007. The CAG Report 2009 stated that while on paper it was shown that these foodgrains were transported for the flood-affected, the audit report reveals that majority of such trucks through which the foodgrains were transported did not exist. Instead the registration numbers mentioned by the district officials in the records books were those of scooters, motorcycles and jeeps. For example, according to report, one scooter carried 92.49 quintals of foodgrains while three motor-cycles together transported 274.15 quintals for the flood victims. The CAG Report “apprehends that the government claim of transporting the grain to the flood-affected areas never happened, since the registration numbers of the trucks in the record books appeared to be fake.” It suspects that “3115.65 quintal foodgrains for the flood victims have been misappropriated.” The government record showed that the foodgrains were lifted by trucks and kept at the godowns at Khagaria, from where they were later distributed to the flood-affected areas. However, “when checked it was found that majority of the trucks with the registration numbers mentioned in the record books did not exist and others belonged to motorcycles, scooters, jeeps etc...” Incidentally, the CAG Report came on the day when the state government took a sigh of relief as the Patna High Court reserved its earlier order on the CBI probe of financial irregularities worth Rs 11,412 crore.
