Patna,(BiharTimes): Twelve hours before the polling starts for the second phase of election in Bihar Congress party on Saturday evening released its election manifesto. Thus it became the last major party to release it.

Talking to BiharTimes Congress office-bearers conceded that the party delayed the release of manifesto though it was prepared long back. The manifesto means nothing for the voters of 47 seats, who already exercised their franchise on October 21.
However, the manifesto, released by AICC in-charge of Bihar affairs and Union minister Mukul Wasnik and state Congress chief Choudhary Mehboob Ali Kaiser, promises all-round development of the state by spreading education and promoting industries. Besides, it pledges to provide jobs to five lakh youths and ensure crime-free environment.
If voted to power, the party said in its manifesto that it would take serious steps to tone up the administration to bring law and order on the tracks, ensure communal amity and protect Dalits, women and other weaker sections.
Congress promises that apart from safeguarding the constitutional rights of minorities, the party would ensure their greater participation in civil administration to make them feel the government was doing something for them.
Steps would be taken for providing them reservation in jobs and education on the basis of their socio-economic condition. It vowed to bring the rural poor in the mainstream of Panchayati Raj and ensure greater participation of the youth in government’s functioning.
The manifesto promises that Congress would check irregularities in Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) schemes in Bihar and provide job cards to all.
The CPI ML was the first party to release the manifesto on October 3 to be followed by the RJD-LJP combine on October 12. The Janata Dal (United) released it on October 18 evening while the BJP a day later. The Congress decided to release after the first phase of poll and the second phase is to start within hours.
