Patna,(BiharTimes): The Comptroller and Auditor General (CAG) has expressed a serious concern over non-submission of quality Detailed Contingency (DC) Bills by the Bihar government with regard to Rs 11,854 crore of advances drawn on Abstract Contingency (AC) Bills under Bihar Treasury Code, beginning 2002-03 fiscal till the 2008-09 financial year |
The non-submission of the DC Bills created a storm last year, when the matter was taken to the Patna High Court, which initially ordered a CBI probe. The matter is still is pending disposal. The High Court gave time to the state government to submit the DC Bills concerned to the office of Accountant General (AG), Bihar, for the settlement of accounts.
Since 2002-03 Rs 14,272 crore had been drawn from the treasury as AC Bills till 2008-09, requiring the submission of DC Bills for the settlement of accounts.
According to the 2009-10 CAG report “DC Bills in respect of 50,988 AC Bills for Rs 11,854.08 crore drawn during the year from 2002-03 to 2008-09 were not submitted, despite repeated audit objections.” It added that 7,435 DC Bills worth Rs 2,418.40 crore only have been submitted, while the compliance was still pending with respect to 50,988 AC Bills worth Rs 11,854.08 crore.
It was tabled in the state Assembly by the deputy chief minister Sushil Kumar Modi last Wednesday and on Friday it was released jointly by principal accountant general, Patna, Preman Dinaraj, AG (Accounts) IDS Dhariwal and senior Deputy Accountant General (Administration) Rashmi Jain jointly released the CAG report concerned for the 2009-10 fiscal.
It needs to be recalled that following the July last reprieve from the High Court, various departments went into top gear to prepare the DC Bills to be submitted for the settlement or adjustment of accounts (AC-DC Bills).
But now it has been found that they were not ‘quality’ DC Bills and were flawed. They did not have vouchers. In some cases they were not in originals but in photo copies, and still others lacked signature of the drawing and disbursing officers (DDOs). Others have lacuna, flaws and errors.
