Bihar second in rural corruption: Study

Patna,(BiharTimes): Bihar ranks second from the top so far corruption in the rural areas is concerned.
According to Corruption Survey conducted by Centre for Media Studies, New Delhi, though the overall percentage of rural households which paid bribe for any public service during the last one year had come down from 56% to 28% Chhattisgarh (55%), Bihar (52%), Kerala (46%) and Maharashtra (40%) remained the top four corrupt states.


The 2010 survey is the seventh such study conducted by the CMS on corruption. It covered 10,000 rural households in 12 big states.

The four public services covered in this round were the Public Distribution System (PDS), school education (upto class XII), water supply services and hospital services.

The report said that the percentage of rural households that paid bribe during this period was relatively higher in PDS (11.5%) followed by hospital (9%), school (5.8%) and water supply (4.3%). Around 4-6% of rural households were deprived of these public services as they could not afford to pay bribe.

The general perception about corruption in public services had shown a declining trend between 2005 and 2010 with 70% in 2005 saying there was an increase in the level of corruption in public services against only 45% in 2010. The survey with a foreword by National Advisory Council (NAC) member Aruna Roy and Lok Satta chief Jayaprakash Narayan will be released on next Friday (April 29).

What is of concern is that the corruption refuses to show declining trend in Bihar notwithstanding repeated assurance by the chief minister and enactment of new law in this regard.
