Cabinet nod to new Industrial Promotion Policy

Patna,(BiharTimes): The state cabinet on Tuesday approved the new Industrial Promotion
Policy for the next five years (2011-16).
Principal Secretary (Cabinet Coordination and Secretariat) Ravikant, while talking to newsmen said that the new policy incorporated a number of incentives to woo private investment and encourage them to set up units in Bihar.

The earlier industrial policy had expired on March 31. However, it was extended for three months till June 30 and the new policy would be implemented from July 1.


Incentives like subsidy, exemption from registration and stamp duty,refund of VAT to the tune of 80 per cent of the tax quantum and grant for purchase of equipment have been incorporated to woo the private investors to Bihar.


As per the new policy the investors would get 50 per cent grant on purchase of parts and machineries for setting up captive power plant for their units and the same would be to the tune of 60 per cent for captive power plants based on renewable energy sources.

I am fully agere with the view put in by Mr.Bhagat,we are looking outside for our revivval and looking our inward potential and energy.today if we look at the south Bihar like rohtas,kaimur which used to be sugar and rice bowl now has been deprived,all these industries has been wiped out or about to.

Hardly i have seen governement encouraging local youth to engage in fishiculture,horticulture where there is lot more opportunities.we can be competitive in vegetable producing and that can be transported into to Delhi and kolkatta which are big market.Governemtn has not focussed on creating the enabling environment for these sectors to grow.But the same has been effectively replicated by Punjab,western UP,Haryana where farmers earn a lot along with their common farm produce.

Now a days government has opened so many ITIs but a not a single factory being added in the last 5 years,now the question arises why to produce so many ITIs,instead the state could have opened institutuion where it could have trained unemployed and young youth for taking up Agriculture with scientifically.we should do what we are good at.Many of IT mind working in sillicon valley and Indian metro town but there has been no any environment being created by government to lure such talent to open software development firm in Bihar.

Historical Tourism is a sector which should be natural choice to bihar,it is land which has produce wisdom,warriors,world conqueror,but hardly there has been focus on these aspects.if any visits Sasaram-the land of Sher Shah suri,Gaya-the land of Budhha we can see the filth everywhere and so far hardly had been focus to create infrastructure to lure tourist on mass scale.

Now the time has come to act swiftly and aptly in order to take advantage being created in the business environment.Bihar has been on low priority list when it comes to Indian to plan their Holiday.Hope we see change in the same.

What industrial policy?these bureaucrats have never owned a factory,never made a penny in private sector but have been living on public money given to them as undeserved fat salary create industrial policy.it is truly a sad story for bihar.it is a shame that among 65+ dollar billionaires in india non belong to bihar.an industrial policy must look at some fundamentals of industrialization . bihar has 100% arable land.it's industry must be based upon it's agriculture.the most important part of bihar's industries should be food processing.revival of bhagalpur's silk industry must be a part of the industrial policy of bihar.export of lichchis from muzzaffarpur to china must make the top priority for the industrial development of bihar.bihar must learn from the mistake chinese have made in their industrial plan.chinese farmers sold their very fertile land to indutries.today,despite their industrial might china has to import 20% of their food.we must make bihar food sufficient first.all our industries must be geared toward this goal.the second phase of industrialization should be build a software park around patna.to recap revival of silk industry in bhagalpur,promotion of export of lichchis to china and other southeast asian countries and a software park near patna must be the top priority for the industrial development of bihar.
in addition to the above bihar must promote tourism. for this bihar should create something like "epcot center"in disney world in orlando,florida in the u.s.all of us have heard and read about chankya,chandragupta,ashoka and many more.but we have no knowledge of their wardrobe,places.weapons,soldiers and so on.what was the entertainment for the people during mauryan rule.magasthanese,the greek ambassador to mauryans write about patliputra being the most magnificent city in the world.what did patliputra look like?in the days of horses and elephants,how were mauryans able to have a postal sevice between patliputra and kabul,afghanistan(then a part of mauryan empire).we the people of bihar can make patna(patliputra) to be visited by more tourist than athens ,cairo and rome.
