Census 2011 over, yet no enumerator reached Patna’s posh colonies

 

Patna,(BiharTimes): When Census enumerators could not reach thousands of households in Patna just imagine how reliable the other data, figures and BPL list in Bihar are.

Though Phase-II of Census 2011 started on February 9 and ended on February 28 no enumerator has reached several prominent colonies of Patna. If they can not reach the easily accessible colonies of the state capital, one can only wonder what would have been the situation in far off towns and villages of Bihar.

Pataliputra Colony, Rajendra Nagar and several other colonies and localities of Patna are yet to see any enumerators though the second phase ended on February 28.
“Though Census data is the most authentic and all the government policies and programmes are based on them yet nobody in the government has bothered to take care of it. This is reflection of work culture in Bihar,” said Dr S N Sinha, retired professor at Muzaffarpur Institute of Technology.
Similar sentiments were expressed by K P Yadav, retired school headmaster and Dr Sinha’s neighbour in Nehrunagar, which is situated just adjacent to the posh Pataliputra Colony.
Ashok Kumar, social activist, living in Road No. 13(B) of Rajendranagar, while talking to BiharTimes, wondered as to why the authorities did not act on time when newspapers had a few days back pointed out this fact.
Though on paper Census 2011 includes state-of-the-art designing of the schedules, new/revised questions on the institutional household, new category in gender parameter for transgender, a separate code for separated and divorced, and new codes under status of school attendance and a separate code included under non economic activity for gender mainstreaming yet the absence of enumerators from the field has made all this irrelevant. It has raised a very disturbing question: If Census can be treated in such a lackadaisical manner how can the people believe in the survey of BPL families, conducted by the state government. While the Planning Commission says that there are 65 lakh BPL families in Bihar the Bihar government’s survey put the number at 1.4 crore. Is it that the surveyor sat at home and put the figure?
Not to speak of Census 2011 alone, even the voters’ list prepared before the last year Assembly election failed to include the names of thousands of electorate in Patna itself. This includes IAS and IPS officers. ADG Abhayanand was one among them who could not exercise their franchise.
