Irregularities in landscaping of lawn of Bihar Niwas rock Council

 

Patna,(BiharTimes): Proceedings in Bihar Legislative Council was on Monday rocked over the issue of huge financial irregularities in the landscaping of the lawn of Bihar Niwas in New Delhi.


The state government admitted that an inquiry into the matter was conducted by a committee under the headed by Joint Secretary, Building Construction department.

Replying to a question of Nawal Kishore Yadav (RJD), Building Construction Minister, Damodar Raut, said that the government was in the process of reviewing the inquiry report and would take suitable action against the guilty.

Intervening during his reply, Nawal Kishore Yadav said that the Resident Commissioner in Delhi had conducted an inquiry, in which, he said, huge irregularities in the work of landscaping were detected.

The RJD MLC tabled the copy of the resident Commissioner’s report in the Upper House.
According to him the Resident Commissioner, in a letter addressed to the Secretary, Building Construction Department, on January 10, 2011 said there were irregularities in the work of landscaping done in 2009-10. Nawal Kishore Yadav revealed in the House that the entire work of landscaping, right from earth work to carpeting of grass, was claimed to have been done on a single day, September 16, 2010.

He also said the work was given to several agencies, including Oneel Landscape, Green Nursery, Amer Singh grass contractor, all of New Delhi, without verifying their registration and VAT numbers. The job of pest control of the Bihar Niwas lawn was given to Patna-based firm.

Upon this the Council Chairman Tarakant Jha ordered the setting up of a three-member House Committee to probe the matter.

Parliamentary Affairs Minister Bijendra Prasad Yadav intervened and requested the Chairman not to order a House Committee investigation. The minister said since the Joint Secretary had probed the matter there are chances of overlapping in the inquiry report.

Other ruling alliance MLCs too supported the minister. On this the Chairman announced that he would personally look into the matter. He asked the Minister as well as the RJD member to submit relevant reports and papers regarding the landscaping work.
