.Patna,(BiharTimes): The Comptroller and Auditor General (CAG) has highlighted that a total of 50,988 Detailed Contingent (DC) Bill amounting to Rs 11,854 crore up to March 2009 were pending up to July 2010––that is till 16 months later––though the DC Bills were required to be submitted within six months from the date of withdrawal of Abstract Contingent (AC) Bill.

The report tabled in the state Assembly on Wednesday by the deputy chief minister-cum-finance minister, Sushil Kumar Modi, suggested that the state government should ensure effective implementation of the provisions contained in the rule of Bihar Treasury Code, so that DC Bills were submitted to the Accountant General within the stipulated time frame.
The CAG also asked the government to take effective measures to ensure submission of the long outstanding utilisation certificates to intimate the AG about the details of grants and loans.
Besides, the CAG has found 1,021 cases of defalcation, misappropriation, loss and theft involving Rs 407.97 crore pending with various departments of the Bihar government. The report is for the financial year ending on March 31, 2010.
The report pegged the loss at Rs 112.38 crore (583 cases), misappropriation at Rs 247.86 crore (255 cases), defalcation at Rs 0.02 crore in (one case) and defalcation Rs 47.71 crore (182 cases).
According to the CAG these amounts were pending settlement, but no follow up action had been taken to fix responsibility.
