Perception of corruption remains very high in Bihar

Patna,(BiharTimes): It is in the NDA-ruled Bihar (66%) and the BJP-ruled Chhattisgarh (66%), besides Kerala (59%), Rajasthan (54%) and Uttar Pradesh (49%) where the the perception of corruption remains high.
But in other states, according to India Corruption Study, 2010, there is a marked decline in the percentage of people who feel graft has increased since 2005.


For example, Left-ruled Tripura had only 19% respondents sharing this impression while the figure of West Bengal stands at only 33%. Overall, only 45% respondents felt corruption has increased against 70% in the earlier edition of the survey.

Significantly, more than 40% of rural households, belonging to OBC and SC categories, felt that the level of corruption has increased in public services.

As reported earlier, the survey conducted by the Centre for Media Studies, said that Chhattigarh and Bihar are the two states which top the rural corruption list. In all 12 big states were surveyed, which included three Congress-ruled ones.

According to the Study in the last one year, Rs 4,718 million had been paid by rural households in the surveyed states to access the services covered.

The study was carried out in 9,960 households in 664 panchayats across 2,000 villages. The survey report was released in New Delhi on Thursday.

According to the study the common reasons for which bribes were paid include getting a new ration card and monthly supplies along with addition/deletion of name to avail of PDS benefits.

Bihar (52%) followed closely by Andhra Pradesh (51%) emerged as the most corrupt in perception for school services. The bribe paid for schools services ranged between Rs 10 and Rs 800.

For hospital services too Bihar with 62.4% top the list of the most corrupt state to be followed by Kerala (61.8%). In PDS, too, Bihar and Chhattisgarh top the list with 62.1% and 57.6% respectively.

Ajay Your Bihar Times website has rightly displayed the study of centre of media studies, New Delhi about the perception of corruption throughout the country , particularly NDA and BJP ruled states Bihar and Chhatishgarh where the corruption has penetrated intensively in the last few years. Loud mouth of Bihar chief minister nitish kumar and his efforts to contain corruption since he started ruling Bihar six years back seems remained a big hoax. The corruption, particularly in rural areas of Bihar has gone up many times, affecting the poor of the state. One thing has become clear that campaign of Nitish Kumar remained an eyewash. I personally visited many parts of rural Bihar in the last few months and have come to know, having spot study that rural poor are groaning under the menace of corruption more vigorously after last assembly elections. Chhatishgarh of BJP leader Raman Singh, which has emerged first in corruption has justified that how BJP leaders are after money! AS regards corruption level in left ruled states of Tripura, West Bengal and Kerala minimal level of corruption has once again proved that left leaders are honest incomparision to other parties' leaders in the country.
Bihar government of nitish Kumar, basking under the glory of unprecedented victory in securing maximum number of assembly seats not not in term of percentage of votes, has only making announcements , particularly corruption -free state, But in practice, second term of Nitish and his company has aggravated the corruption in the state, mainly because vested interest, upper caste and intermediary caste voted NDA (BJP and JD-U) in the hope of getting their pound of flesh. Reliable gossips and reports as well as senior IAS and IPS officials of proven integrity , emanating from corridor of power in the state capital headquarters have told me that every transfer and postings in the state has a price. Just on the eve of imposition of model code of conduct for ongoing panchayat elections, the posting of over 27 SDOs kept [pending as bid money of rupees twenty seven lakhs could not come for transfer and posting of these officials. A JD (MP), close to Nitish and elected to Rajya Sabha recently, is the fund raiser of Nitish and Modi after the exit of his former lieutenant and MP Lallan Singh! Both JD-U and BJP, both alliance partners reportedly taking huge money, ranging between Rs 25 to Rs 50 lakh, for posting of DDCs,DMs ,SPs commercial taxes officials and transport officials and engineers and doctors for prized postings at different levels! This is what is happening in Bihar! Authoritarian and autocrat attitude of Nitish Kumar has compelled the people and specially the tamed media not to raise their voices otherwise face the musics!
