Chancellor-govt tussle taking its toll on higher education

Patna,(BiharTimes): With Chancellor and state government at loggerheads mismanagement and uncertainty reign supreme in higher education in Bihar. Almost all the universities are running on ad hoc basis with no permanent Vice Chancellor or Pro-Vice Chancellor.

Even those who were appointed as full-time VCs are having tough time. There is huge shortage of teachers––almost as high as 50 per cent––not in the far-flung villages of the state, but even in Patna University. Even in premier Patna College and B N College of the state capital many departments have only one teacher

Many colleges are running with the total strength of just half a dozen teachers, with no sight of appointment in the near future. What is strange is that while there are no Plus-II classes in Patna University in other varsities of the state Plus-II classes are run in colleges. This has created a chaos like situation.
Take the example of A S College, Bikramganj, the only constituent college of the subdivision. Though it has the strength of over 3,500 students there are only seven teachers. The sanctioned strength is 54––thus only 15 per cent vacancies are filled.


Reports say that the state government’s move to replace the existing university selection committees with the state-level university service commission is likely to delay the appointment of teachers further.
The selection committees at the university level were set up by the government following reports of large-scale complaints of irregularities in appointments made by the state-level commission.


Besides, the state government is yet to take any decision on the age of retirement of teachers.
On the other hand the state government had notified revised UGC pay scales for the teachers about 10 months back, but the payment is yet to be made.
