Pachauri offers services to Bihar for Action Plan on Climate Change

Patna,(BiharTimes): The Chairperson of the International Panel for Climate Change (IPCC), Rajendra Kumar Pachauri on Friday offered his services for the formulation of Bihar State Action Plan on Climate Change (BSAPCC).



Responding to the Deputy chief minister Sushil Kumar Modi’s request made at a workshop, the Nobel Laureate said the Centre should give financial incentives to Bihar because it is going to formulate SAPCC. In fact the Centre should provide incentives to all states which do so, because only concerted efforts would lead to climate mitigation and adaptations in the country.


Inaugurating a two-day workshop on preparation of state action plan on climate change in Bihar on Friday he advised Sushil Modi to constitute a State Knowledge Management Centre on Climate Change. It has already been done by the Madhya Pradesh government.


He said that Bihar should also introduce a green building code like Tamil Nadu, which provides tax rebate to buildings following the code.


The workshop was organized by the department of environment & forest, government of Bihar. It was attended by experts on environment, agriculture, industry, transport and other fields. Pachauri criticized the efforts of Prime Minister’s Council of Climate Change.


He said the global surface temperature would increase by 1.1 to 6.4 degree Celsius in 21st century, if the world’s response to climate change remains as lackadaisical as it so far has been, he said.


Modi announced that Bihar government would formulate BSAPCC before March 31, 2012. He said during the past five years, Ganga had gone five km away from Patna which is a cause of concern.
