Patna,(BiharTimes): After Team Anna, LJP and other citizens’ group of Bihar the CPI (ML) has criticized the draft Bihar Lokayukta Bill 2011.
Party general secretary Dipankar Bhattacharya said on Thursday that the Bill, to be tabled in this Winter Session of the Bihar Assembly, is full of flaws and lacks effective mechanism to check corruption in public life.

The Nitish government and the UPA are on the same wavelength on the issue of appointment of Lokayukta in the states, he added. Dipankar, it needs to be recalled, had flayed the state government on this issue while addressing a public meeting early this week to and dubbed the chief minister’s campaign against corruption as a drama.
He said that the selection process of the Lokayuktas, as proposed in the draft Bill, leaves enough scope for political pressures and added it also does not give autonomy to the office of Lokayukta. The CPI ML leader said that the draft Bill also discourages the whistleblowers as stringent punishment criteria exist for filing frivolous charges.
Dipankar came down heavily on the Nitish government, which completed six years on Thursday, stating that the state has registered zero development in agriculture, industry and power sector in the last six years. He termed the chief minister’s claim that migration had declined as a blatant lie.
He also opposed the Centre’s latest move of allowing FDI in the retail sector and sought withdrawal of Land Acquisition and Rehabilitation and Resettlement (LARR) Bill, 2011. It is listed to be tabled in Parliament during Winter Session.
The CPI ML is holding its two-day (Nov 24-25) Central Committee meeting in Patna.
