Patna,(BiharTimes): Bihar ranks ninth in the list of 20 states in spending money under the Multi-sectoral Development Programme (MsDP) for the welfare of minorities. Jammu and Kashmir tops the list with over 74.39% utilisation. Six states have reported over 60% utilisation of MsDP funds (till Sep 30, 2011).

Jammu & Kashmir has one MCD under MsDP that is Leh (Ladakh). It needs to be mentioned that minorities do not stand for Muslim.
Interestingly, the top two states––Jammu and Kashmir and Orissa––which spent more than others do not have any MCD of Muslim minority population.
The Union Ministry of Minority Affairs had released Rs 5.99 crore to Jammu and Kashmir. Out of which the state has been able to spend Rs 4.46 crore. This is the highest percentage of expenditure reported by any State/UT under the MsDP programme, which is being implemented in 90 Minority Concentration Districts (MCDs) of 20 States/UTs.
Bihar had spent 43.76 per cent. There are seven minority concentrated districts in Bihar. Jammu and Kashmir is followed by Orissa (69.50), West Bengal (67.85), Haryana (65.69), Madhya Pradesh (65.03), Jharkhand (64.24), Manipur (58.44), Assam (47.71), Bihar (43.76) and Uttar Pradesh (42.21).
Interestingly, Delhi, Sikkim and Andaman and Nicobar Islands had spent zero per cent under this head while Kerala just seven per cent.
