Patna,(BiharTimes): The Nitish government was able to spend Rs 18,000 crore till March 26 last against the total plan outlay of Rs 24,000 crore in 2011-12. The government later decided to reduce the plan size from Rs 24,000 crore to Rs 21,390 crore.
According to reports the government has already submitted a proposal to the Planning Commission to prune the outlay and the approval is expected soon. |
Opposition parties have strongly criticized the state government on this count. They alleged that it is strange that the governement which keeps parroting the demand of special status has not been able to spend its own budget.
Meanwhile, state’s principal finance secretary, Rameshwar Singh claimed that the state government had stopped the functioning of the treasures around 2 PM on March 31––the last day of the 2011-12 financial year––to check March loot, a common practice, and avoid withdrawals and expenses made in haste.
According to him all the treasury offices were closed by 2 PM to avoid any kind of expenditure in haste. There must be a limit of withdrawal of amount on a single day. He said there are chances of wrong bills getting passed in a hurry as people tend to get everything cleared within the deadline.
However, an official, who wished not to be quoted said that the rush had continued throughout the day and work was going on till 6 PM in the treasury.
