Retired bureaucrats getting plum “postings” in Bihar

 

 

Patna,(BiharTimes): It was never so good for former bureaucrats and police officials in Bihar. Post-retirement assignments as the head of panels of boards as well as commissions is a common practice. Those who are in the good books of powers that be often get good “posting” after their retirement.

What is happening now is that such bureaucrats and police officials are getting new assignments in the position, where there is little scope for them. For example, these ex-bureaucrats are being made Information Commissioners, though while in service they were the ones who would leave no stone unturned to hide the information. Similarly former top police officials are made members of State Human Rights Commission though their record on human rights, while in service, was often questioned.

Former Bihar chief secretary R J M Pillai was the latest to be benefited by the state government’s gesture. On August 11 he took over as the Chief Information Commissioner of Bihar State Information Commission, replacing Ashok Kumar Choudhary, also a former chief secretary.

After Choudhary (1972 batch) and Pillai (1973 batch), other officers who got good post-retirement ‘postings’ are former development commissioners K C Saha (1975 batch), and S Vijayraghavan  (1973 batch), former home secretary, U N Panjiar (1973 batch), Shakil Ahmed (1972 batch), etc former DGPs Shiv Chandra Jha and Neelmani, former additional director general of police Rajyavardhan Sharma. Sharma, who retired last year, was appointed as member of Bihar Public Service Commission (BPSC).

Neelmani walked into the SHRC a few months after his retirement from the post of DGP. He retired as DGP on August 31, 2011 and took over as member of Bihar State Human Rights Commission on December 1, 2011. Incidentally, when the worst violation of human rights took place in Bhajanpur village under Forbesganj sub-division of Araria district on June 3, 2011 he was the DGP of the state. An infant and a pregnant woman was shot dead and a youth was stomped to death by a cop and his act was caught in camera.

Both Choudhary and Pillai also served as the  chairman of BPSC a few months after retirement.

Saha was the former Bihar development commissioner, who was scheduled to retire in March 2013. But he had taken voluntary retirement because of ‘personal’ reasons before present chief secretary Navin Kumar took charge. Saha, reportedly upset at losing out to Navin for the post of chief secretary, is now the chairperson of the BPSC. He was appointed on November 16, 2011 replacing R J M Pillai.

Vijayraghavan, who superannuated on August 31, 2009, later served as advisor (investment) to the chief minister. He became the state information commissioner in 2010 and is also among the two information commissioners.

Panjiar, after serving as the home secretary of Bihar, became water resources secretary at the Centre. He is now the chairman of Bihar State Electricity Regulatory Commission.

Shakil Ahmed, who recently completed his term as the Information Commissioner at Bihar State Information Commission, is also an ex-bureaucrat.

Shiv Chadra Jha, who was DGP for a brief time, has been now serving as member of disaster management committee.
