Bihar gets new Chief Secretary; 30 IAS shifted

Patna,(BiharTimes): In a major shake up Bihar government on Monday transferred 30 IAS officers and appointed a new Chief Secretary.

According to the notification of the General Administration Department (GAD) Development Commissioner A K Sinha will be new the next chief secretary. The present incumbent Naveen Kumar will retire on August 31, 2012. A 1976 batch IAS officer, Sinha will serve as the Chief Secretary till further orders.

Principal Secretary (Panchayati Raj) Phul Singh has been made the next development commissioner in his place, it said

Secretary to Chief Minister S Sidharth has been transferred and made the Urban Development and Housing Secretary, while another secretary to Chief Minister Chanchal Kumar has been made the Secretary, Building Construction.

Principal SecreState Planning Commissioner advisor Anil Kumar has been appointed the Chief Advisor, while Principal Secretary (Industries) Alok Kumar Sinha has been transferred and made the Agriculture Production Commissioner.

Principal Secretary (Water Resources) Afzal Amanullah has been directed to hold the additional charge as the the Principal Secretary (Industries).

Principal Secretary (Agriculture) Anjani Kumar Singh has been transferred and made the Principal Secretary (Cabinet Secretariat). Tirhut Division Commissioner S K Negi has been transferred and made the Patna Divisional Commissioner, while Additional Departmental Investigation Commissioner Amitabh Verma has been made the Principal Secretary (Panchayati Raj).

Principal Secretary (Parliamentary Affairs) has been upgraded in the pay scale of Rs 80,000 with effect from September this year and made the Additional Departmental Investigation Commissioner.

Secretary (Excise) Sandeep Paundrik has been transferred and made Secretary (Excise, Registration and Prohibition, while Uday Singh Kumawat, the Administrator of Bihar State Road Transport Corporation, has been transferred and made the Secretary (Finance). He will hold the additional charge of Bihar State Road Transport Corporation.

Mihir Kumar Singh, Secretary (Finance) has been transferred and made the Tirhut Divisional Commissioner, while the Secertary (Rural Works) B Rajendra will hold additional charge of Managing Director of Bihar Beverages Corporation. Pradeep Kumar, the Secretary (Bihar State Food and Civil Supplies Coporation) has been made the Commissioner (MNREGA) under the Rural Development Department.

R Laxmanan, the Director (Mid-day Meal) has been given additional charge as the Secretary (Rural Works).

Secretary (Revenue and Land Reforms) C Ashok Vardhan has also been promoted in the pay scale of Rs 80,000 and made Additional Director (Chakbandi) in addition to his other responsibilities. Additional Member (Revenue Board) Rajesh Gupta has been given additional charge of Bihar State Cooperative Bank Administrator, while Principal Secretary (Rural Development Department) A Santosh Matthew has been transferred to the Labour department in the same capacity.

Patna Divisional Commissioner K P Ramaiyya has been transferred and made the Principal Secretary (Mines and Mineral), while Atul Prasad, who has been awaiting posting, has been made Principal Secretary (Cooperative). Principal Secretary (Building Construction) Sudhir Kumar has been transferred and made the Principal Secretary (Parliamentary Affairs), while Urban Development and Housing Secretary Sudhir Kumar has been transferred and made the Sugarcane Secretary.

Labour Resources Secretary Amrit Lal Meena has been made the Rural Development Secretary, while Secretary (Minor Irrigation) Deepak Prasad has been given additional charge as the Managing Director (Bihar State Food and Civil Supply Corporation). Cooperative Secretary Ranjit Puhnani has been transferred and made the Secretary (Social Welfare), while the State Human Rights Commission (SHRC) Secretary Vandana Kini has been made the Darbhanga Divisional Commissioner.
