Kuldip Narayan’s suspension: Centre takes exception to non-adherence of norms
Patna,(BiharTimes): The Centre has taken exception to the non-adherence of the laid down norms in case of suspension of former Patna Municipal Commissioner, Kuldip Narayan, by the Bihar government.
A letter was sent on January 28 to the state chief secretary by director of the Union ministry of Personnel and Public Grievances, Anshu Sinha. It asked for a detailed report as to why the standing procedure of sending detailed reports to the government of India within 15 days was not complied with. The outgoing PMC Commissioner is an IAS officer.The letter also referred to Rule-6(A) of All India Service
(Disciplinary and Appeal) Rules. It said the state government is bound to submit detailed reports within 15 days if any member of the service is placed under suspension or deemed to be suspended.“No communication from the state government had been received by the department,” the letter said. It also noted that the suspension order should have been in compliance with the form prescribed under Rule-3(9) of the AIS Rule and needed to be endorsed to appointing authority, that is, President of India, among others.
