Patna, (Bihar Times): Bihar chief minister Nitish Kumar
said on Thursday that Naxalism was not only provincial
problem but had taken the shape of an inter-state and
International problem.
Addressing the chief ministers’ conference on Internal
Security at Vigyan Bhawan in New Delhi he said: “It is
not an exaggeration to say that it is an International
problem. We must keep in mind that our boundaries
touch Nepal and we are very near to Bangladesh. The
incidents taking place in these countries concern us
most. It is the responsibilities of the state govt. to
inform the Central Government about the menace of the
Naxal problem.”
Nitish said that like terrorism, the Centre had to
pitch in and help the states in countering and
combating this problem.
The chief minister was of the opinion that naxalism
was not totally a police problem it had to be tackled
on various fronts and at various levels. He said that
last year his government had started a novel project
called “Apki Sarkar Apke Dwar” as a test case to
tackle this problem. It was launched at Sikaria
village of Jehanabad district; a place made famous
because of the near total naxal dominance there in the
past. The project envisages that the fruits of various
development, welfare, rehabilitation and land reforms
schemes of government reach the targeted
beneficiaries.
Encouraged by these measures his government had
identified panchayats in six other districts to be
taken up under the “Apki Sarkar Apke Dwar” scheme. He
said that he had instructed his police force to take
only remedial and retaliatory action. Neither
offensive action will be taken nor any individual will
be targeted.
Nitish said that in the garb of establishing
concurrent jurisdiction of a central agency to take-up
investigation of selected cases to terrorism and
related crime, the centre should not use this
opportunity to camouflage and grab the states anatomy.
