Scam worth Rs 1,000 crore suspected in Bihar universities: Report

 

Patna, (Bihar Times):  There is report of another Rs 1,000 crore scam in Bihar. Not in animal husbandry department but in universities.

Preliminary objections raised by the auditors suggest widespread irregularities in the universities of Bihar. According to media reports the auditors have already objected to an expenditure of around Rs 90 crore. which is in addition to Rs 35 crore objected to by the Accountant General earlier.

Sources in the human resources development department confirm that all the universities of the state are afflicted by gross financial irregularities. Earlier reports said that the scam was confined to Bhim Rao Ambedkar Bihar University, Muzaffarpur. But now it has been detected that appointments and promotions in Magadh University and L N Mithila University have been made in violation of the government guidelines.

In the last two years the annual grant-in-aid has doubled––from Rs 450 crore to Rs 800 crore. Media reports also said that none of the universities of the state submitted the actual budget even though the deadline expired in November 2007.

The audit found huge diversion of fund and in some cases account books did not have signature of any authority.
