Patna, (Bihar Times): Chief minister Nitish Kumar on Monday washed his hands off from the large scale irregularities in the appointment of over one lakh para-teachers under Sarva Shiksha Abhiyan.

He held the panchayat representatives responsible for whatever wrong had happened in the recruitment of para-teachers all over the state. Apart from this the chief minister devoted most of his time upbraiding the officials for their style of functioning and ignoring the importance of people’s representatives, especially that of panchayat-level.

The chairmen, deputy chairmen and other members of the Zila Parishads, who gathered from all over the state on the Janata Darbar day on Monday, complained to the chief minister about the behaviour of the government officials from block to the district level.

At one point of time the chief minister even told the officials not to behave like gods. Nitish was particularly severe on the deputy development commissioners, block development officers and circle officers, the three officials with whom the panchayat representatives had to directly interact. The chief minister asked the officials not to indulge in debate with them as they are the representatives of the common masses. He warned that the state government was contemplating to initiate punitive action against the officials for not cooperating with elected representatives of the three tier Panchayati Raj system in implementing government decisions.

The people’s representatives gathered there were extremely angry with the style of functioning of the bureaucrats. Some of them said that there were thinking in term of resigning as they were useless in this three-tier democracy.

Gangadhar Pandey, a representative from Buxar, is reported to have told the chief minister point blank that “your regime would be known for the degradation in the education system as certificates are being sold at high prices.”
